To install Documentation version 2019, VC++ 2015 should not be installed on your system! If it is installed, then remove it and then install Documentation. After installation, you can reinstall VC++ 2015.

! The 32-bit version of the 2015 version provided by the developer is not installed by default on 32-bit windows and is only installed on 64-bit windows; its solution is to use the Setup.bat file instead of the setup.exe file.
